As a clock IC, PLLs is packaged using the Strip method. In the SOT-23-6 package, there is an embedded clock generator. As you can see, it consists of 6 terminations. Basically, this time clock generator needs a voltage of 2.5V. LVCMOS is designed for clock generator's input. To access the electronic component's full performance, 1 circuits are implemented.
