A SOIC case is used for packaging. For normal operation, 50MHz is the maximum value. In it, there are 20 terminations. Using a supply voltage of 3.3V allows for high efficiency. For maximum efficiency, the supply voltage should be kept at 3.3V. The clock divider consumes 30μA quiescent current and is unaffected by external factors.
