In order to package it as a clock IC, the Tape & Reel (TR) package is used. The 16-SOIC (0.154, 3.90mm Width) package contains this clock generator. There are 16 terminations found in this file. Basically, a voltage of 3.3V should be applied to this electronic frequency generator. As the Clock PLL's input, Crystal is designed to be used in order to generate the clock signal.
