The Tube method is used for packaging clock ICs. In the 16-SOIC (0.154, 3.90mm Width) package, there is an embedded clock generator. As you can see, it consists of 16 terminations. Basically, this time clock generator needs a voltage of 3.3V. The input of this clock generator is designed to be LVCMOS, LVTTL.
