It is packaged using the Tube method since it is a clock IC. A Clock PLL is included with the 16-SOIC (0.154, 3.90mm Width) package. In this case, LVTTL is designed to be the input of the clock generator. It is possible to access the full performance of the electrical part by implementing 1 circuits.
